Participation will be tracked. If you miss 3 FTP's
in row you will be warned. 3 warnings in one season you will be removed from
the league.
- GMs will be responsible for various voting and
notification duties (i.e. league awards, rules changes,
etc…).
- GMs who will be unavailable will need to notify the Commish of the time off. As a courtesy to other GMs; there will be a place on the message board to notify the other GMs.
- GMs may place team or league articles, of a minimum of four paragraphs, on the message board for a stipend that will be posted on the message board. Stipends will be capped for each season at a value that will be posted on the message board.
- All teams play with a hard cap figure of $100M. Teams going over the cap will be a) warned to make a roster move and then b) have a move made at the Commish’s discretion.
- All GMs are responsible for monitoring their player’s contracts before the contract runs out. Once a player becomes a free agent, he is no longer your player. This includes minor leaguers.
- GMs must post contract extension offers on the league message board for the Commish to enter into the game. The Commish will post the result of that offer as a message reply on the board.
- The last day for entering extension offers to a player is the final World Series SIM of the year, unless otherwise extended by the Commish.
- A player may be released at any time, but the GMs will be charged with a lump sum fee for the full contract that will be added to that year’s player expenses.
- Teams that show a negative balance sheet at the end of a season will be hand edited after broadcast revenues for the following year are added to show the true balance.
- GMs are responsible for their own ticket prices.
- SIMs will typically be three days a week with the days listed on the league’s home page. The schedule may be adjusted by the Commish with his prior notification to the GMs.
- Game will be played in 7 day blocks with a few exceptions at the Commish’s discretion and prior notification.
NOTE: The All-Star week SIM is often played as a two week SIM.
- Owners must own the Commish’s version of the game (currently 6.12 or 6.5a)
Courtesy: Owners are expected to check e-mail and message board posts. A timely response to e-mails or private messages is appreciated.
- A 25 man roster must be kept at all times. GMs may need to play under 25 men in instances of trades and/or injuries for one SIM. GMs who stay under 25 players will be a) warned and then b) have players assigned at the Commish’s discretion.
- Lineups and rosters should be sent via FTP (or in an emergency case through e-mail attachment) by 7 AM on the day of the SIM. Receipt of FTPs can be verified via a link off the CJBL home page.
- A player should be removed from waivers or designated for assignment area of the transaction boxes after each SIM, unless he is being released. Failure to do so could result in the player’s release.
- Teams must have a minimum of four pitchers assigned in the starting rotation (for the playoffs a minimum of three). For GMs who fail to assign four starters, the Commish will a) send a warning and then b) assign enough pitchers to reach four starters for the team.
- American League GMs may use the designated hitter.
- GMs are responsible for managing the disabled list.
- Trades may be made from the end of the World Series through July 31st.
- All trades must be posted on the league message board “Post Trades Here” section. Both GMs must agree to the same trade by posting the same deal or by the 2nd GMs stating his agreement. Trades are processed after that days scheduled sim.
- If a GM would like lineup changes made, both GMs have to notify the Commish of any roster moves.
- Draft picks may be traded for picks up to two drafts in advance.
- Any free agent signed during the off season may not be traded until the All-Star game.
- Any free agent signed during the season may not be traded until after the All-Star game. Free agents signed after the All Star game can not be traded until after the season.
- Any player claimed off waivers may not be traded for three months.
- Owners will have one week from the approval date of a trade to report any discrepancies, such as a draft pick error. The Commish and other GMs may report any discrepancies.
- Trades made within a 72 hours of a GM resigning from the league will be nullified.
- The Commish must approve all trades before they become official. GMs may both agree to cancel a deal after it has been posted, but before it has been approved by the Commish.
- Cash may be used in a trade by a GM along with a player and/or a pick. Cash only deals are not allowed.
- There
will be a three round draft in January of each year.
- The players for drafting will be imported by the game according to their career averages. The Commish may make changes before the draft at his discretion.
- A league Lottery will be held. The Lottery will include the worst 8 teams in the league. The worst team will get 16 ping pong balls. The commish will do the drawing and post. If the event comes up where the Commish has a team in the lottery, one of the League presidents will do the drawing. Ping Pong Balls will be 16, 14, and 12,10,4,3,2,1 for the 8 worst teams.
- For round one, GMs will have six hours to post a pick on the message board between the hours of 7 AM EST until Midnight. During the Midnight to 7 AM EST hours, picks may be posted by no team will be on a clock.

- GMs who can not make the six hour time limit are asked to submit a list or have the computer draft for you.
- The free agency period is conducted in “rounds.” The Commish will determine the number of rounds and the deadline for each at his discretion.
- GMs are expected to FTP (or in an emergency case e-mail) all bids before the deadline.
- Free agents signed during the off-season period may not be traded until after the All Star game.
- GMs may make up to two claims per SIM from the free agent list posted on the league file or the league webpage.
- GMs must post the claim on the message board under the “Free Agent Claims” thread.
- GMs must post the contract being offered to the player. (Note: Free agents will only accept a one year deal at the time of the claim.)
- If a player is requesting a minor league contract (“MLC”) and is claimed by multiple teams, the claim will be awarded to the team with the lower record in the prior season. (Note: Due to game constraints, players requesting a MLC are unable to receive a higher contract.)
- Players claimed in-season may not be dealt until after the All-Star game. Players claimed after the All-Star game may not be dealt during the season in which they were claimed.
- If a player is requesting a professional contract (i.e. a contract which has a salary) and multiple teams make a claim, the bid will go to the team making the highest bid before the SIM. All bids must be raised by 25% (i.e.: $1M must be topped by a $1.25M bid which would then be topped by a $1.5625M bid, etc…)
- GMs may attempt to waive a player for the purpose of designation to the minors or release at the risk of having the player claimed by another club. This ability has been turned on in the game itself.
- Waiver claims are awarded in the same fashion as in-season free agents.
- A player on waivers who is claimed carries his current contract, in years and dollars, to his new team.
- A team may pull-back a waiver player, at no penalty, as long as this pull back is posted before the SIM.
- The injury level will be set to “normal” for the regular season and playoffs.
- The injury level will be set to “low” for Spring Training.
- All injuries determined by the game are final, including CEI and Spring Training injuries.
- GMs may export a spring training allocation file, though it is not required.
New
Stadium/ Construction
GMs may request to build a new stadium in the off-season. GMs will be
responsible for paying 10% of the cost while the local taxpayers will be
responsible for the rest. Costs will be as follows:
· Permanent Roof -- $25,000,000
· Retractable Roof -- $30,000,000
· <Grass -- $15,000,000
· Turf -- $15,000,000
· Seats -- $10,000,000 / 1,000 seats
· Construction Costs -- $250,000,000
It will take 1 season after the request has been made to build the stadium. If the team changes ownership in that season, the request can be cancelled. If the team does not have the cash (10%) for the stadium you will not be able to bulid it. Approval of the stadium must be done by the commish.
You may increase the
capacity of your stadium. The initial construction cost will be $1 Million
plus another $5 million for every 1,000 seats you would like to add.
Additionally, if you would like to change dimensions or wall heights, which
would be an additional million per change. For example, I want to move the
LC field wall in 10 feet and add 2,000 seats. My cost would be $1M
construction + 1M for the 10ft adjustment + 10M for the 2,000 seats for a
total of $12M. Construction requests may only be made in the off-season.
Once a stadium is completed, the team must remain in that stadium for 20
full seasons before seeking construction of a new stadium.
(Note: There is no evidence that moving fences, raising fences, turf/grass adjustments, etc… has any result in the OOTP game engine.)
- Players will be nominated as Hall of Fame candidates by the HOF committee.
- All GMs will be asked to vote on the candidates with no limit on the number of candidates that can be voted for.
- 20 votes are needed for induction.
- Players
receiving 13 votes will be allowed on the ballot the following season.
Development
League:
- An 80 game development league season will be played at the
conclusion of the World Series.
- GMs may submit up to: 4 positional players and 3 pitchers who are
a) under 27 and b) have no professional experience.
- Computer GMs will run a fantasy draft using these players and
assign players to the lineups and pitching staff.
- The players who finish in the top 5 in offensive and pitching
categories in the CJDL will receive bonus points to be applied to various
ratings categories as spelled out on the CJDL rules page.
- Players may only earn a max of 30 points per CJDL season.
- Players may only appear in the CJDL three times in their career.
